FY2014 Grants for Nonpoint Source Pollution Control Projects

Maine DEP is inviting proposals for projects to help communities implement a watershed-based plan (WBP) to restore NPS-impaired water bodies or to protect water bodies threatened by NPS pollution.  Implementation projects must be guided by a WBP.  A watershed-based plan accepted by the Department is a prerequisite to be eligible to submit a proposal for a WBP implementation grant.  Refer to Appendix 1 of the RFP for the list of WBPs (35) accepted by the Department since 2005.

DEP anticipates allocating approximately $800,000 in CWA Section 319 funds, with individual awards ranging from approximately $50,000 to $150,000.  See the RFP for information regarding scope, eligibility, submission requirements, terms and conditions of grant awards, the RFP timetable and how to apply.

The deadline for submitting proposals is 2:00 PM on September 12, 2013.  Questions about the RFP must be submitted in writing (see RFP Part III for details).  Written questions will be accepted until 5:00 PM on August 27, 2013.  Responses will be distributed via email.

This RFP is quite different from the NPS RFP last year to comply with new content and format requirements applicable to all State of Maine agencies.

The RFP is now available on the MDEP webpage under the “Request for Proposals” page.
